The objective is to develop a tool that provides the ability to optimize economics of dispatch while controlling the level of security associated with that dispatch. Security control is achieved by constraining system risk, in addition to constraining individual branch flows. System risk is measured as a function of contingency weighting and the post-contingency loading levels on heavily loaded branches.
